A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 19 and 20 May 2026, has found an allegation of ‘unacceptable professional conduct’ proved against school learning support worker, Lee-Ann Thomas.

The Fitness to Practise Committee found the following allegations proven, that whilst employed as a Teaching Assistant and/or Supervisory Assistant and/or Breakfast Club General Kitchen Assistant at Gwaunmeisgyn Primary School, Miss Thomas:

• grabbed and held a colleague by the right arm
• on one or more occasions, shook a colleague’s right arm
• dug one or more of her fingers into a colleague’s right arm
• shouted at a colleague

The Fitness to Practise Committee imposed a Reprimand on Miss Thomas’s registration as a school learning support worker for a period of 2 years (from 20 May 2026 to 20 May 2028).

As such, Miss Thomas will be able to work as a registered person (school learning support worker) in a maintained school or non-maintained special school in Wales for the period of the Reprimand.

Miss Thomas has the right of appeal to the High Court within 28 days.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 28, 29 and 30 April 2026, has found an allegation of ‘unacceptable professional conduct’ proved against further education teacher, Mr Geraint Lloyd.

The Fitness to Practise Committee found the following allegations proven, that whilst employed as a Further Education Teacher at the NPTC Group of Colleges (“the College”), Mr Lloyd:

1. on or around 31 August 2023, made a comment to Colleague A
2. on or around 14 September 2023, said to Colleague A "this desk is good to bend someone over", or words to that effect
3. between August and September 2023, made comments to Colleague A, including that he said to Colleague A that:
   1. she had stolen his job, or words to that effect
   2. nobody in the College wanted her in Role A, and everyone wanted him in Role A, or words to that effect
   3. other staff did not respect her like they respected him, or words to that effect
   4. that her previous colleagues were glad to be rid of her, or words to that effect
   5. she was not strong enough for Role A, or words to that effect

Having made these findings, the Committee also determined that Mr Lloyd’s conduct was inappropriate in relation to paragraphs 1 to 3 above, unprofessional in relation to paragraph 3 above, and sexual in nature in relation to paragraphs 1 and 2 above.

The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mr Lloyd from the Register of Education Practitioners in the category of further education teacher. It also decided Mr Lloyd may not make an application for restoration to the Register of Education Practitioners before a period of 5 years has elapsed. Should Mr Lloyd not make a successful application for eligibility for restoration to the Register after 30 April 2031, he will remain prohibited indefinitely.

Mr Lloyd has the right of appeal to the High Court within 28 days.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 11 to 15 May, and 18 to 20 May 2026, has found an allegation of unacceptable professional conduct proved against school teacher, Janine Brill.

The Fitness to Practise Committee found the following allegations proven, that whilst employed by Goetre Primary School (‘the School’) as Headteacher, and/or after their retirement, Mrs Brill:

1. allowed the School to enter into a contract for multi-function devices and classroom printers (“the January 2019 Contract”) with Company 1 on or around 24 January 2019, and did not:

• put the January 2019 Contract out to tender
• seek at least three quotes in writing before entering into it
• did not obtain approval from the School’s Governing Body to enter into the January 2019 Contract
• did not ensure that the January 2019 Contract represented value for money; and/or best value
• did not ensure that they were aware of the actual or estimated costs of the contract prior to entering into the January 2019 Contract

2. allowed the School to enter into a further contract for multi-function devices and classroom printers (“the February 2019 Contract”) with Company 1 on or around 13 February 2019 when they:

• knew that concerns had been raised about the January 2019 Contract
• had been told to put the installation process on hold while the matter was reviewed
• did not put the February 2019 Contract out to tender
• seek at least three quotes in writing before entering into it
• did not obtain approval from the School’s Governing Body to enter into the February 2019 Contract
• without ensuring that the February 2019 Contract represented value for money; and/or best value
• did not ensure that they were aware of the actual or estimated costs of the February 2019 Contract

3. allowed the School to enter into a contract for multi-function devices and classroom printers (“the March 2020 Contract”) in or around March 2020 when they:

• knew that concerns had been raised about the January 2019 and/or February 2019 Contract, and/or of the conduct of Company 1 in relation to these contracts
• did not put the March 2020 Contract out to tender
• seek at least three quotes in writing before entering into the March 2020 Contract
• without obtaining approval from the School’s Governing Body to enter into the March 2020 Contract
• without ensuring that the March 2020 Contract represented: value for money; and/or best value

4. did not ensure that the council procurement processes and/or the council’s financial regulations were followed:

• having made these findings, the Committee also determined that Mrs Brill lacked integrity

The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mrs Brill from the Register of Education Practitioners in the category of School Teacher. It also decided Mrs Brill may not make an application for restoration to the Register of Education Practitioners before a period of 3 years has elapsed. Should Mrs Brill not make a successful application for eligibility for restoration to the Register after 20 May 2029, they will remain prohibited indefinitely.

Mrs Brill has the right of appeal to the High Court within 28 days.

A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 12 and 13 May 2026, has found an allegation of ‘unacceptable professional conduct’ proved against work-based learning practitioner and school teacher, Andrew Jones.

The Fitness to Practise Committee found the following allegations proven, that whilst employed as a Trainer/Coach by Educ8 Training Limited, Mr Jones encouraged and instructed a learner to complete a Welsh Government ‘Review of Progress’ form on behalf of the employer without the employer’s knowledge or consent.

Having made these findings, the Committee also determined that Mr Jones’ conduct was dishonest and lacking in integrity.

The Fitness to Practise Committee imposed a Reprimand on Mr Jones’ registration as a work-based learning practitioner and school teacher for a period of 2 years (from 13 May 2026 to 13 May 2028).

As such, Mr Jones will be able to work as a registered person (work-based learning practitioner) who provides services for or on behalf of a work-based learning body (other than as a volunteer) in Wales for the period of the Reprimand. He will also be able to work as a registered person (school teacher) in a maintained school or non-maintained special school in Wales for the period of the Reprimand.

Mr Jones has the right of appeal to the High Court within 28 days.
