Introduction
Statutory induction applies to all teachers who gain their qualified teacher status (QTS) on, or after, 1 April 2003. On behalf of Welsh Government, we are responsible for a number of administrative activities associated with the induction programme, including:
- collecting, collating, and maintaining a central source of data for teachers undertaking the induction programme, including employment details as they progress through induction, a record of their induction mentor (IM) and induction validator (IV), and a record of the induction sessions completed
- sharing this information with other parties involved in the induction programme, including the newly qualified teacher (NQT), the IM, the IV, the induction coordinator at the Local Authority (LA)/regional consortia, and the appropriate body (AB) in induction
- administering induction funding to schools
- administering funding for the IV role to local authorities/regional education consortia
- hosting and providing access to the online statutory induction profile via the Professional Learning Passport (PLP)
- issuing induction certificates based upon induction results provided by the AB
- hearing induction appeals, guidance on which can be found on our website
This document sets out the steps required by all relevant parties to ensure we are able to fulfil these responsibilities.
It is important to note we are not able to provide advice and guidance regarding the delivery or content of the induction programme. For this, please contact the induction coordinator at your local authority.

Routes to induction
Induction in Wales can be undertaken via two routes:
- full-time or part-time employment as a teacher
- accruing sessions through employment in long or short-term supply teaching posts
NQTs undertaking induction on a full time, part time, or long-term supply basis
If induction is being undertaken whilst in regular employment, regardless of whether the employment is on a permanent, temporary, or supply basis, the school has a statutory obligation to provide the NQT with induction support.
This section contains information for schools who are supporting a NQT and ensures that:
- initial data is collected, collated, and shared by us with all parties involved in the NQTs induction period
- all relevant parties have access to the NQT’s online induction profile
- schools are able to access induction funding
- accurate data is recorded in relation to the number of sessions completed by the NQT
If the notification form is not submitted, this will result in:
- the school losing out on induction funding
- the EWC being unable to maintain an accurate record of the induction sessions completed which could have a detrimental impact on the completion of induction
- relevant parties unable to access the NQTs online induction profile
At the beginning of the period of induction
The induction notification form must be submitted to us within 10 working days of the NQT starting employment at the school. When completing the form please ensure:
- all sections are completed in full
- details of the IM who will be providing the NQT with the appropriate day to day induction support, and also responsible for completing specific section of the online induction profile, are provided
- the headteacher, IM, and NQT have signed the declaration (if submitting the form via email, all parties are copied in to the email)
- completed forms are emailed to

If the NQT is employed at the same school for the duration of their induction period, without any employment breaks, then only one induction notification form needs to be submitted at the start of induction.
If the NQT moves schools, or has a break in their employment, a new induction notification form must be submitted to us within 10 working days of the start of each period of induction. As set out in Welsh Government guidance, all periods of employment of one school session or more must count towards induction. Therefore, dependent upon when the NQT commences employment at the school, the deadline date for the submission of the notification form could fall at any point during an academic term.
When we receive the notification form, we will:
- check that the NQT holds qualified teacher status (QTS) and they are registered with us in the category of school teacher (any periods of employment undertaken before registering in the correct category cannot count towards induction)
- check that the NQT is not exempt from the requirement to complete induction, or has already completed induction
- check if the IM recorded on the form has an online account with us in order to access the NQTs online induction profile (if they need an account, we will create one for them)
We will process notification forms within 25 working days of receipt of complete information. Once the form has been processed, an email will be sent to the NQT, IM, and copied to the headteacher. If during the NQTs induction period there are any changes to the information provided on the notification form, please notify us immediately.
We will share the information provided on the notification form with the induction coordinator at the LA/regional consortia as the AB in induction.
Claiming induction funding
At the end of each academic term (or sooner if the NQTs employment ends), the induction funding claim form must be submitted to us. When completing the form please ensure:
- all sections of the form are completed accurately and in full, with exact session information provided in section three of the form as this will be used to calculate the funding required
- the declaration has been signed by the headteacher (in the absence of the headteacher, the form must be signed by a member of the senior leadership team), IM, and NQT. If submitting the form via email ensure all parties are copied in

Funding claim forms are processed within 25 working days of receipt of complete information. If forms are not received by our set deadlines, we are unable to release funding to schools for induction support provided.
Once the form has been processed, we will release funding to the school, and update the NQTs record with the number of sessions completed during the term. Information on the number of sessions completed by the NQT will be shared with the induction coordinator at the LA/regional consortia as the AB in induction.
Calculation of funding and methods of payment
The level of funding is £3,900 per NQT, per induction period. Schools are provided with funding, by Welsh Government, to:
- assist with the provision of the NQT’s statutory entitlement to a 10% reduction in their timetable (in addition to their PPA time)
- release IMs to provide NQTs with the appropriate day to day induction support and to complete specific sections of the NQTs online induction profile
Funding is released retrospectively at the end of each academic term during which the NQT has undertaken induction, and is released regardless of how many sessions the NQT has completed during the term. Funding is calculated as follows:
- if the NQT completes a full term, on a full-time basis, the school will receive payment of £1,300
- if the NQT commences a period of induction at the half term on a full-time basis, the school will receive payment of £650
- if the NQT commences a period of induction at any other point during the academic term, the funding to be released will be calculated as ‘£3,900/380 sessions’ x ‘the number of sessions completed during the term’
If the funding claim form and any additional supporting information are submitted within the required timescales, funding will be released regardless of the teacher’s progress during induction.
The method by which we will release induction funding is dependent on the school’s budget account status:
- if the school is a ‘non-cheque book school’, we will release funding to the LA Finance Department for them to allocate to the school’s budget
- if the school is a ‘cheque book school’, we will release funding to the school by BACS (if payment is made directly to the school, it should not be made in to the school private fund account)
- funding will not be paid directly to individuals
We will email the school when funding has been released.
Circumstances where funding will not be released
If the claim form is not received by our set deadlines, we are unable to release funding to the school for induction support provided.
We are also unable to release funding if the NQT does not meet the eligibility criteria to undertake induction, this includes registration with us. Any periods of induction undertaken whilst the NQT is not registered in the category of school teacher cannot count towards induction, and will not be funded.
Induction for short-term supply teachers
The information in this section is relevant to NQTs who are undertaking induction via ad hoc short term supply teaching work and ensures that:
- initial data is collected, collated, and shared by us with all parties involved in the NQTs induction period
- a central accurate record of sessions completed by NQTs undertaking induction whilst working as a short-term supply teacher is maintained
- an IM is allocated to support the NQT
- all relevant parties have access to the NQT’s online induction profile
If we do not receive the short-term supply teacher notification form this will result in:
- relevant parties unable to access the NQTs online induction profile
- the EWC being unable to maintain an accurate record of the induction sessions completed which could have a detrimental impact on the completion of induction
If a period of short-term supply work becomes more regular or a longer-term arrangement, regardless if the employment is still on a supply basis, the school has a statutory obligation to provide the NQT with induction support. Welsh Government guidance considers long term supply as a placement of 11 consecutive days or more in one setting.
At the beginning of the period of induction
The NQT must submit the induction as a short-term supply teacher notification form to us within 10 working days of the first session of supply work being undertaken. All sections of the form must be completed, and submitted to
If the entire induction period is completed via short term supply, without any breaks from the profession or switching to complete induction whilst in regular employment, then only one short term supply teacher notification form needs to be submitted.
If the NQT takes a break from the profession, or switches between completing induction whilst in regular employment and short-term supply, then a new notification form must be submitted within 10 working days at the start of each period of induction.
When we receive the notification form, we will:
- check that the NQT holds qualified teacher status (QTS), and they are registered with us in the category of school teacher (please note any periods of employment undertaken before registering in the school teacher category cannot count towards induction)
- check that the NQT is not exempt from the requirement to complete induction, or has already completed induction
- work with the LA/regional consortia to allocate an IM, once allocated their name will be visible via the NQTs MyEWC account
Notification forms will be processed within 25 working days of receipt of complete information. Once we have received and processed the form, an email will be sent to the NQT. We will also provide details of the steps the NQT needs to take to log their short-term supply sessions.
We will share the information provided on the notification form with the induction coordinator at the LA/regional consortia as the AB in induction.
Logging short term supply sessions
We are responsible for keeping a central, accurate record of all short-term supply sessions completed.
It is the NQT’s responsibility to ensure each period of employment of a session or more undertaken as a qualified teacher is logged via their MyEWC account, within 15 days of completing the period of employment. Sessions logged will be updated on the NQTs record the following working day.
In addition to logging sessions, NQTs are also required to have their sessions verified either by their supply agency, or the main day to day contact at the school where they completed the sessions. Sessions should be verified on the record of attendance form available in the induction profile. The form should be maintained off line and uploaded to the induction profile within required timescales. We are not responsible for verifying logged sessions, or those recorded on the record of attendance form.
At the end of the NQTs induction period
The AB will make the final decision as to whether the NQT has passed, failed, or requires an extension to their induction period based upon the information/evidence recorded in the induction profile. The AB will notify us of their decision, the timescales for which are set out in Welsh Government guidance.
On a termly basis, we will contact the AB formally requesting the submission of induction results. However, the AB can also submit induction results at any time via their online access.
Within 25 working days of submission of an induction result, we will update the NQTs record on the Register of Education Practitioner with the outcome of induction. If the NQT has passed induction, an induction certificate will be issued to the NQT which will be available in their MyEWC account.
Our online services
As set out in Welsh Government guidance, there are a number of parties involved in the delivery of the induction programme. These parties need to view and exchange specific information in relation to the NQT’s induction. The information is obtained from:
- induction notification and short-term supply teacher notification forms
- induction funding claim form
- short term supply sessions logged via our website
To facilitate this viewing and sharing of information, we have developed dedicated online access for IMs, IVs, and induction coordinators and ABs, enabling information to be maintained and stored securely online. The NQT, the IM, the IV (if allocated), and the AB, will, with the appropriate authorisation, be given secure access to this facility. This access will allow them to view details in relation to periods of employment undertaken by the NQT which are counting towards induction, and also access the NQT’s online induction profile.
Details of how to access the online services are provided in the written acknowledgement which is sent to the NQT and IM following receipt of the initial induction notification.
Online induction profile
Throughout induction, NQTs are required to complete and maintain their online induction profile which is available via the Professional Learning Passport (PLP). To support users of the induction profile, we have developed guides to support NQTs, IMs, and IVs in completing each step of the induction profile.
