The Education Workforce Council (EWC) has today (15 July 2025) published its suite of annual reports including its Annual Report and Accounts for the year ending 31 March 2025.
The report, which was laid before the Senedd on 14 July 2025, showcases another year of impactful delivery for the independent, professional regulator. It also includes detailed accounts for the 2024/25 financial year which have been audited by the Auditor General for Wales, receiving an unqualified audit opinion.
Key achievements over the past year include:
- processing more than 19,000 new applications for registration – the highest number since its inception
- conducting 284 fitness to practise cases to safeguard learners and young people and uphold public confidence
- issuing more than 2,600 awards relating to qualified teacher status and statutory induction
- delivering 300 support sessions and presentations to registrants and stakeholders
- advertising more than 6,400 education job vacancies via Educators Wales
- contributed to over 40 national steering groups and responded to 17 consultations and calls for evidence
2024/25 also saw the EWC's remit expand further with the introduction of adult learning practitioners, and principals or senior leaders (directly managing teaching and learning) in FE institutions to the Register, following new legislation introduced by Welsh Government.
Despite funding pressures, the EWC maintained its commitment to financial stability and value for money, using reserves to offset a reduction in the Welsh Government fee subsidy to registrants, protecting them from increased registration costs.

The Annual Report and Accounts 2024/25 have been published alongside the EWC’s Welsh Language Standards Monitoring Report 2024/25, Annual Equality Report 2024/25, and Fitness to Practise Annual Report 2024/25.
All mark the final full year in post for Chief Executive Hayden Llewellyn, who will retire in August 2025 after 25 years of service.
