A Fitness to Practise Committee of the Education Workforce Council (EWC), sitting remotely on 24, 25, 26 and 27 November 2025, has found an allegation of ‘unacceptable professional conduct’ proved against school teacher, Mr James Richards.
The Fitness to Practise Committee found the following allegations proven, that whilst employed as the Headteacher at Cadle Primary School, Mr Richards:
- in or around June 2012 and/or August 2012, on one or more occasions, exposed his penis to Colleague A
- in between around January 2012 and April 2013, exposed his penis to Colleague B
- in or around June and July 2013, in relation to Colleague C:
- asked to compare Colleague C’s breasts to his wife’s breasts
- showed Colleague C a picture on his phone of a penis
- in or around July 2021, shared images of an erect penis on the screen whilst Colleague D was present
- between around 12 October 2020 and 4 November 2020, showed Colleague E photographs and videos of his penis
- in or around September 2021, did not return a work laptop to the school despite a request to hand over all work IT equipment
- in or around June 2023, caused or allowed inaccurate and misleading information to be provided to the Local Authority about his health.
Having made these findings, the Committee also determined that Mr Richards’ conduct at paragraphs 1 to 5 above was sexual in nature and sexually motivated, and his conduct at paragraphs 6 and 7 was dishonest and lacked integrity.
The Fitness to Practise Committee imposed a Prohibition Order, indefinitely removing Mr Richards from the Register of Education Practitioners in the category of school teacher. It also decided Mr Richards may not make an application for restoration to the Register of Education Practitioners before a period of 15 years has elapsed. Should Mr Richards not make a successful application for eligibility for restoration to the Register after 27 November 2040, he will remain prohibited indefinitely.
Mr Richards has the right of appeal to the High Court within 28 days.
